Also use another LMS https://chc.pelesys.com that uses AICC. they can update course files via FTP. And upon completion of the course, the LMS passes in incomplete for course and lesson completions for each attempt and doesn't track progress or bookmarking.

• Our LMS does not support “Objective Status”. We support AICC level 1, Level 2 and Level 3a. We don’t support Level 3b for use of Objectives.
• The value format of (Lesson_location = xxxx) is CMIString255 and Carriage Return and Line Feeds are not allowed
• He suggests that you save your objective completion information in [Core_Lesson] section (Suspend data) and the LMS will send back to you the next time that the course is launched
