No audio?
Problem
Are these three Applications running?
Solution
Google Chrome
Audio Router
Voice Meeter Banana
Close all these three Applications.
Open Chrome. Load a Youtube video for testing.
Open Audio Router (Image 1)
Select File then click Switch View (Image 2)
Double-click Chrome (Image 3)
Click Default Audio Device and select CABLE Input (Image 4)
Click OK to set the Audio Router
Open Voice Meeter Banana (Image 5)
Click Hardware Input 1 to check if Microphone is set as the Input Device (Image 6)
Click Hardware Input 2 to check if Cable Output is set as the Input Device (Image 7)
If there's a microphone echo. Disable A1 under Hardware Input 1 (Image 8)
If there's a microphone echo on the person you're talking to and you're not presenting a Video with Audio, disable B1 under Hardware Input 2.

Still no audio?
Problem
System Sound is not set to Voice Meeter.
Solution
Right-click on the Sound Icon in the System Tray and select Playback Devices (Image 1)
Right-click VoiceMeeter Input and set as Default Device and Default Communication Device (Image 2)
Go to Recording Tab, Right-click ans set VoiceMeeter Output as Default Device and Default Communication Device (Image 3)

Solution
Go to Hangouts Settings.
Select VoiceMeeter as Microphone output.
Select Cable Input as Audio Source.
